Create a new Effect

To create a New Effect in the current library

Left-click on the "effects" menu
choose "new effect"

Note: If a current library is not present, operations on the effects are limited
to the creation of single effects for EXPORT only. Effects are not saved if the
Library is not saved under a given name.
